This international seminar is being held in Malta between the 15th and 19th March 2012 and will focus on training youth workers to use drama tools which would enable them to motivate and engage young people to participate in projects of European and Intercultural nature and dimension.

Who are we

The Association now is registered with the Malta Federation of Professional Association. As an association, and also on individual basis, the members usually provide training to youth leaders (public lectures open to all or tailored training created to the needs of particular organisations), strategic planning usually addressed towards the setting up or redirection of youth services in a parish or local council and work with young people mostly in groups.We also monitor the local scene with regard to young people.

Who are we?

Profile and History of MAYThe degree course leading to a BA in Youth and Community Studies was first open to students, or participants as the academic staff always insisted on, in October 1993. Five years later, that is, in 1998, the first group of course participants graduated. The dust had hardly settled when the idea, that had been floated about for some time during the course of studies, for the formation of an association of youth workers materialised. An invitation was sent out in August 1998 to all graduates of that year to set up an Association. The Maltese Association of Youth Workers (MAY) was born in September 1998 and both graduates and current course participants joined its ranks. 12 graduates from 15 took up the invitation to become members and 9 were committed to become active members. Thus the founder members ofthe Council were: - Gabriella Calleja, James Catania, Remona Cuschieri, Jackie Drury, Anna Maria Farrugia, Roberta Micallef, Angele Patiniott, Vicky Spiteri and Sue Spiteri Shaw.The writing of a Statute was taken in hand by course participants and members of MAY. A code of ethics was also drafter and later approved at a public seminar - and the battle for the recognition of a professional status started. MAY became involved in various tasks with both governmental and non-governmental organisations, tasks that included substantial contributions the review of the National Youth Policy, work with the National Youth Council, on Alternative Leisure programmes, rehabilitation, training and outreach programmes, with youth centres, some Local Councils and on the recent publication with MIC (Malta EU Information Centre).While representing professional Youth Workers, the main aim of MAY (Maltese Association of Youthworkers) is to promote the personal, social and political development of Maltese youth through the practice of youth work. The Association strives to facilitate, encourage and support the personal and social development of young people in their transition from dependence to independence. We believe that such development renders it possible for young people to express their opinions and assert themselves in society. Other objectives include marketing the concept of youth work, creating and maintaining standards in the profession, officially representing youth workers on State and other boards and promoting youth worker inservice training and research. MAY also offers, consultancy to government and local youth organisations, strategic planning and development, co-ordination of youth work in the community and the organisation of projects for and with young people.The following is an extract from the Statute, outlining the latter. STATUTE OF THE MALTESE ASSOCIATION OF YOUTHWORKERSSection 1: Name and Office1.1The Association shall be called The Maltese Association of Youthworkers, hereinafter referred to as the Association.1.2The registered office of the Association shall be that of the Malta Federation of Professional Bodies. Section 2: Aims and ObjectivesThe objectives for which this Association is established are:2.1To promote youthwork practice in various spheres within the community for the personal, social and political development of Maltese youth; 2.2To establish youthwork as a recognised profession in Malta;2.3 To establish and maintain standards in the youthwork profession;2.4 To mediate as an official representative body with State entities and other relevant local and foreign Organisations, Associations, Unions and Youthwork Cooperatives;2.5 To formulate, update, and maintain ethical and professional guidelines as required by the profession at large, which are consonant with and responsive to Malta;2.6 To organise and encourage further education, enrichment, research and support in all issues concerning youth and youthwork practice;2.7 To serve as a locus of discussion, sharing of resources and coordination of work;2.8 To undertake and encourage on-going training programmes for members of the Association, for continued professional development;2.9To do all such acts and things which are, or may be deemed incidental or conducive to the attainment of the objects of the Association; Section 3: Membership3.1 Criteria3.1.1 Membership shall consist of youthworkers, affiliates and Honorary Members whose interests are represented by this Association, to contribute towards their professional well-being, and to serve as their regulatory professional body. 3.1.2 The Association distinguishes 3 types of Membership:1. FULL MEMBER Graduates recognised as qualified Youthworkers, in possession of a Masters degree or first degree in Youth and Community Studies conferred by the University of Malta, or equivalent tertiary level qualification recognised by the Equivalence Board of the University of Malta.2. AFFILIATE MEMBER Students reading for a B.A. in Youth and Community Studies, or in possession of a Diploma in Youth Studies conferred by the University of Malta, and other persons that have a commitment to the furtherance of youthwork practice consonant with the objectives of the Association, and as approved by the Council.3. HONORARY MEMBER Academics granted such status by the unanimous discretion of the Council3.1.3 In the case of practising youthworkers, these Membership categories do not constitute licensing criteria.3.1.4The Council shall have the power to accept or reject any application for Membership, without the necessity of giving any reason, subject to the power of the Association in General Meeting to overrule any such decision by a majority of at least two-thirds of the Full members of the Association present at said General Meeting.3.2 Subscriptions3.2.1Membership of the Association shall only be ratified upon payment in advance of the annual subscription fee, at the rates established by Council.3.2.2Any increase in the annual subscription fee must be proposed by the Council during the Annual General Meeting, and approved by at least a two-thirds majority of all Members present at said Meeting.3.3 Termination3.3.1Membership of the Association shall cease by:1.Expulsion of a Member who knowingly commits any breach of the Rules of the Association, or knowingly declines to comply with any reasonable decision or directive of the Council or of the Association taken in conformity with these rules, or acts in a manner which, in the opinion of the Council, is prejudicial to the interests of the Association. Such expulsion is however subject to the Members right to be heard at a Council meeting called for such a purpose, and must be ratified by a two-thirds majority of all Full Members present at a General Meeting.2. Resignation of a Member, in which case one month previous notice in writing through registered post shall be given to the Secretary. Section 4: General Meetings4.1 Regulations4.1.1General Meetings may only be attended by Members of the Association. Affiliate and Honorary Members have no voting power except in votes related to the election of Council members, motions tabled at General Meetings and increase in subscription fees.4.1.2The Council will call an Annual General Meeting. Notice of the date when the Annual General Meeting is going to be held shall be sent to all Members at least one month prior to the proposed date of the meeting.4.1.3General Meetings shall be chaired by the President of the Association, or in his/her absence, by the Vice-President. In the absence of both, the Chairperson will be elected from among the Council Members present.4.1.4The quorum for General Meetings shall be not less than one third of all Full and Affiliate Members of the Association. If a quorum is not reached by the second call, the council shall adjourn for 30 minutes after the stipulated time before commencing with the General Meeting.4.1.5The business to be conducted at the Annual General Meeting shall incorporate:1. Election of Council Members when elections are due.2.Endorsement of the policy of the Association.3.Presentation by Council, and discussion, of the administrative report of the Association.4.Presentation by Council, and discussion, of the financial report of the Association.5.Discussion of motions proposed by Members.6.Revision of the Statute of the Association.7.Discussion of other matters as determined by Council.4.1.6An Extraordinary General Meeting may be called by Council, or at the request of no less than half of the Full Members of the Association. Notice of the date when an Extraordinary General Meeting is going to be held shall be sent to all Members at least 15 days prior to the date of the Meeting.4.2 Motions4.2.1Motions shall be carried by a simple majority of votes of all Members present at the General Meeting. In the case of an equality of votes, the Chairperson of the Meeting shall have a casting vote.4.2.2Motions put to the vote at any General Meeting shall be decided on a show of hands, unless a secret poll is demanded by not less than one-third of Members present.Section 5: Council5.1 Composition5.1.1The Council shall be composed of nine members.5.1.2Council members shall be elected for a period of two years and shall be eligible for a re-election.5.1.3The members of the Council shall be elected from among the Full Members of the Association.5.1.4Members of Council elected by the Members of the Association, shall vote for the allocation of the various Council posts during the first Council meeting held after the General Meeting. These members will elect the President, Vice-president, Secretary-General, Treasurer, Executive Secretary, Public Relations Officer, and any other officials as the Council determines. 5.2 Elections5.2.1Nominations for a post on the Council must be received at the Executive Secretary of the Association at least 15 days prior to the announced date of a General Meeting where elections are to take place.5.2.2Voting for Council members shall be undertaken every two years at the Annual General Meeting, or during an Extraordinary General Meeting called for such purpose, and will be conducted by secret ballot from among all Members present.5.2.3Three Members from among those present will be nominated to administer the elections of Council members.5.2.4Processing and announcement of the election results shall take place during the same General Meeting during which elections were undertaken.5.3 Official Duties 5.3.1The President shall chair all General Meetings of the Association, and shall preside at all Council meetings.5.3.2The President is duty bound to develop the work of the Council according to the aims and objectives established by the Statute. He or she is responsible for the observation of the Statute, and represents the Association (legal or otherwise) together with the Secretary-General, when this is necessary.5.3.3The Vice-president shall perform the duties of the President in his/her absence, and will also substitute the President when the post is vacant and until the Council elects a new President.5.3.4The Vice-president is responsible for building, developing and maintaining contacts with the Organisations, Agencies and Institutions that are relevant to the Association, with the aim of setting up a local and foreign based network of contacts and support, and for developing future joint plans of action and co-ordination.5.3.5The Secretary-General shall assist the President in the development and implementation of the policies and action plans of the Association. S/he is also responsible for the office of the Association and for all documentation, due assistance being given in this regard by the Executive Secretary. S/he is also responsible, together with the President, for the representation (legal or otherwise) of the Association.5.3.6The Treasurer is responsible for overseeing that all available funds are allocated in consonance with the aims and objectives of the Association, and for keeping proper and complete books of accounts. The Treasurer shall also perform all other duties customary to such office, or as directed by the Council, and is ultimately responsible for the overall finances of the Association. 5.3.7 Together with the President and the Secretary General, the Treasurer is a signatory for all payment documents. S/he is also responsible for preparing a yearly estimate of finances according to approved action plans.5.3.8The Executive Secretary shall serve as the executive officer of the Association. S/he shall attend all Council meetings and is responsible for the taking of minutes and the sending out of meeting agendas. S/he will also coordinate all administrative matters of the Council, and ensure the correct implementation of action decided upon.5.3.9The Public Relations Officer is responsible for general public relations. S/he is also responsible for taking initiatives to issue press releases and articles, and to coordinate exposure in all media and through other marketing channels relevant to the Association.5.3.10The Public Relations Officer is responsible for harnessing sponsorships and organising / co-ordinating fund raising activities as approved by the Council.5.4 Vacation of Post5.4.1The term of a Council member may cease by:1. Expulsion of a Member who knowingly commits any breach of the rules or bye-laws of the Association, or knowingly declines to comply with any reasonable decision / directive of the Council taken in conformity with these rules, or acts in a manner which in the opinion of the Council is prejudicial to the interests of the Association. Such expulsion is however subject to the Members right to be heard at a Council meeting called for such a purpose, and must be ratified by a two-thirds majority of all Full Members present at a General Meeting. 2. Expulsion of a Member who abstains from three consecutive Council meetings without notification of leave of absence to other Council members, or upon being excused from ten consecutive Council meetings. Such expulsion must be endorsed by a unanimous resolution of the remaining Council members. 3. Resignation of a Member, in which case two months previous notice must be communicated to the other members during a Council meeting. 5.4.2Vacated Council posts shall be communicated to all Full Members of the Association within ninety days from the date when the post becomes vacant. With such communication Full Members shall be invited to submit their nominations for the election/s to be held during an Extraordinary General Meeting called for such purpose.5.5 Functions5.5.1The Council shall:1. Adhere to, and ensure the development and implementation of the aims and objectives of the Association.2. Formulate and execute operational policies.3. Appoint the members of all committees in accordance with, and except as otherwise specified in the bye-laws of the Association.4. Act as necessary on reports of special committees that are responsible to the Council.5. Maintain a register of Members of the Association, which shall be kept at the registered office of the Association.6. In furtherance of the objectives of the Association, acquire and dispose of any property, and invest the funds of the Association within the provisions of the Statute.5.6 Meetings5.6.1The council shall meet as often as deemed necessary, but at least four times per year. A Council meeting must be held within a month following any General Meeting of the Association.5.6.2Each member of the Council shall have one vote. At least fifty per cent (50%) of the Council members shall constitute a quorum. Section 6: Amendments to the Statute6.1The Statute of the Association may be amended if approved by not less than two-thirds of the Full members present at a General Meeting, which must be attended by at least one-third of all Full Members of the Association. If however, after thirty minutes from the beginning of the General Meeting one-third of the Associations Full Members are not present, then the Full Members there present shall constitute the quorum necessary for the purpose of approving amendments to the Statute.6.2Proposed amendments to the Statute must be forwarded in writing to the Executive Secretary of the Council by not later than 21 days from the date of notice calling the next General Meeting. Proposed amendments received by such deadline shall be circulated to all Members not later than one week before the date of the General Meeting.Section 7: Representation of the Association7.1The Association shall be represented by the President and the General-Secretary, or any other person or persons appointed by the Council for this purpose.7.2Where the Association is represented, a report must be submitted during a subsequent Council meeting by the representative/s concerned. An annual report covering all such meetings must also be prepared by same representative/s, for inclusion as an integral part of the Council administrative report presented at the Annual General Meeting. Section 8: Finances8.1The Council shall ensure that proper books of accounts are kept, giving a true and fair view of the state of the Associations financial affairs.8.2At least once every year, the accounts of the Association shall be examined and the correctness of the balance sheet certified by the auditor of the Association. The Treasurer shall prepare a financial statement duly audited, which is to be endorsed by Council and incorporated as an integral part of the financial report presented at the Annual General Meeting.8.3All books, registers and financial reports of the Association shall be kept at its registered office and shall be open to the inspection of any Member.Section 9: Bye-Laws9.1The Association shall have power to draw up byelaws to regulate its procedures.Section 10: Sub-Committees10.1The Council shall have the power to form, and delegate specific tasks to sub-committees. All Members will be invited, and are eligible to form part of sub-committees. Section 11: Dissolution, Affiliation and Amalgamation11.1The Association may be dissolved at a General Meeting convened for the purpose, and subject to approval by at least seventy-five per cent (75%) of the Full Members. If the resolution for dissolution is approved, the outgoing Council shall forthwith liquidate the affairs of the Association and if there be any surplus assets on realisation, these shall be transferred to a registered charitable institution.11.2Motions for amalgamation or affiliation with any other Association may be considered when seventy-five percent (75%) of Full Members are in accordance with this.

MORNING SESSIONSSECONDARY SCHOOLSREPORT NOV 08RAPPORTEUR: MARIA ABELAReport on the discussions that took place during the Youth Week (2nd 9th Nov 2008) with Form 3, Form 4, and Form 5 students. Participating schools:St Margaret CollegeAntonio BosioSt Patrick Mriehel GirlsMarsa BoysSt Benedittu College (Girls & Boys)Cospicua GirlsSt Monica BKaraStudents were asked to state their views on their schools.POSITIVE ASPECTSSome students reported that in their school they organize Health Food Days which is enjoyed by most students.Some also organize concerts including drama, dance and other activities which is also enjoyed by most students.Some also hold activities related to animals.Most enjoyed being friends with teachers.Most stated that overall they receive a good education level.That we as Maltese students are more advanced than other students in foreign countries.Most regarded the technology in class as positive.They also enjoy games in class.They care for nature.Some regarded school as something which matures students or rather help them to mature.Most enjoyed the fact that teachers help students.Other students reported that they only enjoy activity days such as outings and drama but nothing else.Most stated that they like the school environment although some stated that this depends on how they behave.Most also stated that they like the fact that they have a good laugh at school and that the scene/view, i.e what they can see from the windows/classrooms or the location of the school is very important.Most stated that their school encourages creativity.They also liked diversity among students (different qualities).School is a preparation for the future.School is also part of their life.Most stated that they find a lot of support from school teachers, counselors, PSD teachers.They consider school life as a journey.Most stated that their schools are clean with a beautiful environment.Everyone in school is precious.Everyone helps each other.Some also said that although every student in their school strives hard to obtain good results, ultimately everyone succeeds.Most teachers are always trying to make teaching interesting.There was a particular school with the motto Every day better and they stated that they are very close amongst themselves at school together with teachers.It is full of friendsAlways with a good vision.NEGATIVE ASPECTSSome complained about vandalism such as writing on the toilet seats and also lack of hygiene.Some also complained about bad moods that teachers have and which affect the students.Lack of lockers.Certain friendliness with particular teachers create preferencesA particular cohort of students complained that their school is far too small and that it looks like a prison and in need of refurbishment.They also complained of shabbiness and that both students and teachers are dressed carelessly comparing their uniforms to inmates.Students were also asked about their views on streaming and on examinations.Most disapproved as they said that there are more opportunities in Juniour Colleges such as the latter having lockers whilst students attending area secondary schools did not have any.Area secondary schools also offer less optional subjects than Juniour Colleges (2 instead of 3).These students are also geared into sitting for a syllabus B paper for their Mathsec exams.Most students agreed that exams should have another format. Most stated that the Maltese language should be encouraged in examinations and they blamed the teachers for not allowing students to write of speak in Maltese.Students also stated that they experience a lot of pressure from their parents regarding examinations.Most commented that exams are distressful; however, most agreed that these should not be phased out as it is impossible to do without in everyday life.They would like that exams are spread out monthly throughout the year and to have days off in between exams so that they would have enough time to study.Not more than one exam daily and that these are not scheduled after holidays.Suggestions made by studentsLessons to be equally distributed.More variety in lessons.Teachers should change their mentality.More variety in subjects.Teachers should deliver lessons in an interesting way.Students should participate in decision making.They would like to have some kind of work experience in Form 4/5 such as a fieldwork placement.They would like to see more new teachers.More PSD and PE lessons.Some suggested that grades are to be given: 50% assessment + 50% exam.A shorter syllabusSome stated that half yearly examinations should be omitted.Some expressed the need for more outings.Longer breaks.Celebrations in the last day of every scholastic year.Days out in the country side such as hikes.Treasure hunts.More lessons on Maltese language.More room for discussion during PSD lessons.They would like to have PE examsParents day should only be held once in a year.Some schools do not have a tuck shop and this is greatly desired.Drama lessons should be offered as optional subjects.More science fairs.Council representatives in form 1 and form 2 should be given more attention.Overall these were the comments that the students gave during these sessions. There were mixed feelings regarding other issues such as students of irregular immigrants and on issues such as body piercing, and the uniform. From the above comments there seems to be a positive perception on schools in general except for one particular school where the students talked very negatively on their headmaster and staff. There was a particular school which was highly regarded by students for its exceptional support from the staff, however these students also commented that they have noticed a big change from the beginning of this scholastic year as they have a new headmistress.Another remarkable observation is that most students are in favour of exams, but extremely against streaming.

The Maltese Youth Policy (2004) recommends the recognition of young peoples competent influence [which] should be assessed and achieved through dialogue, equitable representation and the open method of co-ordination. This is also outlined in proposed in A New Impetus for European Youth (European Commission White Paper, 2001) and the Lisbon Agenda(2000).This project aims at giving an opportunity to young people and policy makers to dialogue. We suggest that activities in relation to Youth Week should be orientated around an evaluative study from which the effectiveness of the Youth Policy can be measured. Moreover, young people are to be consulted prior to policy making or revamping of the already existing policy. We suggest this approach since we believe that policy makers are to involve young people especially in the area of their concern making the latter the sole protagonists in youth policy. This would guarantee that the necessary amendments address the needs of contemporary young people since the youth policy is evidence based in youth field. Activities in relation to this project will be organised during the European Youth Week (2 -9 November 2008) at Luxol Grounds. This event will be organised in collaboration with the Parliamentary Secretary for Youth and Sports, KNZ, KDZ and the Department of Youth and Community Studies (University of Malta). We envisage that such collaboration will lead to widen the spectrum of young people who are involved, ensuring a democratic representation.EU Youth WeekDuring the first week of October, the European Youth Week was organised amongst all EU member and associate member countries. The main objective of the week was to entice more young people to embark on any of the actions of the YOUTH Programme which will help them develop themselves, encourage them to help others in need or tocreate projects for the benefit of their community. In fact, the theme of the Week was Youth IN Action which specifically implies the importance of having more young peopletaking up such initiatives. It is for this reason that theevent seeks to make the aims and results of the European YOUTH Programme more visible to the public especially potential users, persons interested in youth work as well as decision-makers.In a broader perspective, the week focused on three elements namely INclusion which seeks to increase opportunities of access to the Programme of young people with special needs or less privileged backgrounds. It seeks to increase INter-cultural Dialogue enabling young people to understandthe diversities of European culture and values but most importantly it looks for Initiative, encouraging mobilisation of young people’s thinking, action and personal development.This year being dedicated to people with special needs, the Maltese National Agency decided to set most of its targets on people with disabilities or Poor social backgrounds who may be at a disadvantage in their access to the YOUTH Programme. During the first three years of its existence in Malta, the YOUTH Programme helped a total of 1,015 young persons to benefit from the various Actions available. This meant that 600,000 Euros were committed to 93 projects. In all of these projects, young persons take an active role – they come up with the idea for a project, develop it, put it into practice and evaluate it.

Youth workers from partner countries will try and identify youth structures implementing good youth workpractice viz a viz various youth issues mainly thoseregarding social inclusion and equal opportunities and explore ways on how to dissimenate this practice in othercountries. The aim of this project is also to find out wayson how to introduce new stuctures where lacunae are being felt and pressurize policy makers to take up intitiative to set up the stuctures needed.

Volunteering Seminar

ABOUT
This project seminar will be held in Malta at Marsaxlokk Youth Activity Centre and will focus on how youth workers and youth leaders can find ways to motivate young people in volunteering. It aims to bring together a mix of 32 youth workers from Lithuania, Bulgaria, Estonia, Turkey, Hungary and Malta to share experiences and good practices of volunteering and also study and reflect how they can become better in enabling young people to participate as volunteers. The seminar will be over four days and diverse issues including: Myths & Truths on Volunteering; Why Volunteer?; Overcoming barriers to Volunteer; Tips for motivating young people and Types of Opportunities to volunteer & where to look for them will be dealt with through workshops, plenary and focus groups.
